Concentric specializes in financial advisory assignments; market assessment and strategy development; ratemaking and utility regulation; litigation support; and management and operations consulting. Concentric is seeking an individual that has considerable expertise and experience performing public utility ratemaking studies including, cost allocation, rate design, and tariff studies to support expert testimony before North American state and federal energy regulatory agencies. Candidates with testifying experience for a consulting firm or as a leader of a utility rate department are strongly preferred, although candidates that possess the necessary attributes to become an expert witness and that have strong project management and communication competencies are also encouraged to apply. Electric utility experience is essential, and natural gas expertise is valued, but not required.
Specific qualifications include:
- In-depth understanding of Federal and/or State costing and ratemaking methodologies
- Experience preparing testimony to be submitted to utility regulatory agencies
- Demonstrated ability to manage project teams and direct, review and audit complex quantitative analyses
- Track current and future electric industry trends and possess the ability to develop rate and tariff proposals that are responsive to these trends
- Strong written and verbal communication skills
- Interest and ability to market and sell related consulting services
Candidate must possess a Bachelor’s or Master’s Degree in Economics, Mathematics, Accounting, Finance or Engineering with a minimum 5 years of experience in the consulting industry or 10 years of experience in the utility industry with emphasis on financial analysis and general utility rate making and cost recovery principles. Manageable but variable travel required (approximately 25%).
