We filed testimony on behalf of a generation owner and the State of Maryland in a case brought against the State by certain owners of generation in the PJM market.
Our work involved defending the right of the State to sign long-term contracts with generators in order to encourage new generation in the State to ensure system reliability. We assessed federal legislation, state legislation, PJM market rules, historic and projected new entry, and reliability needs to support the legality and prudence of a contracting strategy to ensure reliability in terms of adequacy and security.
