Major Capital Investment Program Prudence Review

We were retained to review and opine as to the prudence of the client’s development of an overall commercial strategy for a refurbishment project at the client’s nuclear facility, as well as the specific commercial strategies being pursued for multiple major work packages.

We reviewed and considered the client’s ability to manage the project under a variety of commercial strategies, the availability of alternatives in the market for the required services, and the client’s criteria for its selected commercial strategy.  For each major work package, our role was to review and opine on the prudence of the commercial strategy, the request for proposals used to identify a preferred vendor(s), contract negotiations, and the final vendor agreements.

Throughout this engagement, we provided the client with suggestions to improve its commercial strategies as well as to assist the client with its ongoing negotiations with proponents for certain vendor agreements.  We provided a range of separate reports on the alignment of commercial strategies with the client’s capabilities and project management approach for each of the major work packages within our scope of work. Our assessments were filed by the company in a proceeding before its regulator.
