Caroline O’Neill, Assistant Vice President, is a financial and economic consultant with almost 20 years of experience in the energy industry.  Ms. O’Neill has a broad range of experience, including advisory services in the areas of merger and acquisitions, assets divestitures and purchases, regulatory policy formation, litigation support, gas and electric market assessments, and asset valuations.  She has extensive state and federal regulatory experience on both electric and natural gas issues, including rate case proceedings, prudence reviews, regulatory strategy, cost of service analysis and policy formulation.  Ms. O’Neill has performed a variety of economic analyses, extensive regulatory research, M&A due diligence, and has assisted in the preparation of regulatory testimony on the topics of Cost of Capital and Return on Equity, cost of service and various other regulatory topics.  She has also assisted in the preparation of testimony in litigation and other non-regulatory legal proceedings.  Ms. O’Neill has served as Senior Consultant for Navigant Consulting and is a graduate of LeMoyne College of Syracuse, NY and was awarded an M.L.S. from the University at Buffalo.
