Summary of Experience

Ross Hemphill, Executive Advisor, is an economist with over 35 years’ experience focusing on regulatory and energy policy issues with primary emphasis on ratemaking, rate design, innovative pricing and strategic analysis. His experience includes working for utilities, research institutions and regulatory agencies, both directly and as a consultant.  Ross was Vice President of Regulatory Policy & Strategy for Commonwealth Edison Company (ComEd) until January 2016.  In that capacity, he was responsible for revenue policy including the development of annual revenue requirements; retail rates including the development and implementation of ComEd’s pricing policy; analysis of strategic policy options for ComEd’s distribution business; and, the monitoring of regulatory compliance throughout the company.  Prior to his work at ComEd Ross was a consultant, held the positions of Director of Electric Pricing and Director of Corporate Strategic Planning at Niagara Mohawk Power Corporation and was a Section Manager of Economics & Law at Argonne National Laboratory.  Ross has testified on a range of regulatory issues in the U.S., Puerto Rico, Canada and Peru and has published articles on utility economics and pricing design in Electricity Journal, Public Utilities Fortnightly and Resources and Energy, as well as reports for the Electric Power Research Institute, Edison Electric Institute, the National Regulatory Research Institute and American Public Power Association. He holds a doctorate in resource economics from The Ohio State University, a master’s degree in economics from Indiana State University, and a bachelor’s degree in economics from Lewis University.

  • Puerto Rico Electric Power Authority (PREPA) before the Commonwealth of Puerto Rico Energy Commission, No. CEPR-AP-2015-0001.  Direct testimony on behalf of PREPA proposing the institution of an Annual Formula Ratemaking Process, 2016.

Provided expert testimony on behalf of ComEd in eight different proceedings before the Illinois Commerce Commission since joining the company in 2009.  Topics included rate design, justification for the AMI Pilot, general ratemaking policy in the context of a standard rate case, regulatory policy with regard to the formula ratemaking process, alternative regulation and performance metrics.  Citation of each docket provided below.
