At the beginning of the New York REV proceeding in 2014, the PSC Chair requested that the investor-owned utilities participate as a group, establishing the Joint Utilities of New York (“Joint Utilities”). Concentric provides Project Management Office (“PMO”) support to the Joint Utilities and works with Subject Matter Expert teams to prepare comments in REV-related proceedings. In 2015, Concentric provided expertise and facilitation to develop the Joint Utilities’ input to a Market Design and Platform Technology (MDPT) report, a seminal REV effort that examined DSP market rules, interactions between key actors, and products and services to be exchanged.
Concentric has prepared hundreds of comments, reports, and implementation plans filed in the REV and several related proceedings. The comments generally run 15-25 pages in length, and reports and implementation plans are more complex. These comments have addressed virtually every policy issue associated with new business models, the future role of the utility, integration of distributed energy resources, and clean energy. We have also addressed policy and implementation for more targeted issues, including:

- Performance incentive mechanisms
- Depreciation
- Energy storage
- Electrification of transportation and building end-uses
- Large-scale renewables, transmission and distribution planning, and BCA methodologies
