Bill Davis is a seasoned leader and expert witness specializing in supporting FERC-regulated entities in regulatory and rate matters. With nearly 20 years of experience in the energy industry, he has provided invaluable assistance to a diverse range of clients, such as infrastructure investment firms, joint ventures, and electric and gas distribution companies. He has a passion for finding solutions in challenging regulatory and rate recovery situations. He is adept in a broad spectrum of regulatory matters, including stakeholder management, rate cases, rate design, class cost of service studies, sales and revenue forecasting, demand-side resource portfolios, and prudence reviews.
Before joining Concentric, Mr. Davis dedicated over a decade to a major Midwest electric and gas utility. During that time, he shaped regulatory strategy by navigating the intricacies of integrated resource planning, rate cases, pre-approvals, and Commission rulemakings. Notably, Mr. Davis worked constructively with a broad set of stakeholders to usher approvals of over $750 million in demand-side resource funding and cost recovery. He holds a Master’s degree in Economics from Illinois State University, is an Eisenhower Fellow, and was a member of Public Utilities Fortnightly Under 40 Class of 2020.
