Summary of Experience
Donna Bourne joined Concentric in 2022 after spending over 15 years working in finance and regulatory positions for two major western Canadian utilities. Ms. Bourne brings a breadth of regulatory knowledge to Concentric, including regulatory strategy, regulatory finance, and depreciation within various regulatory frameworks including Cost of Service and Performance-based Ratemaking.
Throughout her career in the utility industry, Ms. Bourne developed regulatory strategy for and had direct input into regulatory documents, including Transmission and Distribution Tarriff Applications under Cost of Service, Performance-based Regulation Applications, Transmission Facility Applications, Depreciation Studies, and other related filings. Ms. Bourne also managed all aspects of regulatory application development at a vertically-integrated electric and gas utility in western Canada, including working with cross-functional groups, experts, and internal and external legal counsel.
Ms. Bourne is a Chartered Professional Accountant, and a member of the Society of Depreciation Professionals. She has a Bachelor of Business Administration (Finance) from Memorial University of Newfoundland.
