Summary of Experience
Mr. Hurwitz’s career began as an analyst at Concentric, where his robust financial modeling, quantitative analysis, and regulatory research skills have contributed to numerous studies using various statistical and econometric approaches for model building. His project experience includes engagements related to cost of capital, revenue requirements, and appraisal and valuation.
Mr. Hurwitz has prepared expert testimony and exhibits for numerous North American electric, gas, and water utilities regarding the cost of capital. As part of this work, he prepared direct and rebuttal testimony, responded to data requests, and assisted with hearing preparation and/or settlement discussions. He has also developed revenue requirement models, exhibits, and workpapers for use in testimony, reviewed and audited the revenue requirement models of other parties, and supported revenue requirement expert witnesses at hearings. He has significant experience developing appraisals and valuations for strategic planning, tax, and litigation purposes. Specifically, he has prepared expert reports and testimony for use before state regulatory agencies and tax authorities regarding the fair market value of several different types of utility assets, including electric transmission and distribution property, electric generation facilities, and water utility assets.
Mr. Hurwitz graduated with honors from Wake Forest University with a B.S. in mathematical economics and a B.A. in political science.
