Summary of Experience

John Trogonoski is an Assistant Vice President with approximately twenty-five years of experience in utility regulation, financial and economic analysis, business valuation, property taxation, and program administration. Since joining Concentric, Mr. Trogonoski has assisted clients with a variety of regulatory matters including expert testimony, reports on cost of capital, and business and financial risk analysis.

Some of Mr. Trogonoski’s notable utility consulting work with Concentric includes filing expert testimony on behalf of a Canadian utility in support of the utility’s request to its regulatory agency to modify its allowed return on equity. Mr. Trogonoski performed risk analysis to determine whether it was appropriate to consider a U.S. peer group of regulated electric utilities as an appropriate proxy group for purposes of establishing the allowed ROE for the utility. This analysis included review of the business and financial risks of Canadian and U.S. peer groups on factors that are important to investors in assessing the relative risks of these companies and the regulatory protections that help to mitigate those risks.

Prior to joining Concentric, Mr. Trogonoski served as a member of the Staff of the Colorado Public Utilities Commission, where he supervised the financial analysts in the energy and telecommunications sections and filed expert testimony on matters such as rate of return, revenue requirement, cost allocation, rate design, incentive regulation, and public policy. He has an M.S. in Business Administration and a B.S. in Marketing from the University of Colorado at Denver.
