Deregulation Petition and Fiscal Impact

Concentric was engaged to assist three electric utilities in the Southeastern U.S. as they navigated initiatives to deregulate state electric markets. These initiatives sought to prohibit the currently vertically integrated utilities from providing generation services to end-use customers.  

Drawing on the industry’s experience in restructured electric markets, Concentric conducted extensive analysis that covered various aspects, including the economic and financial impacts, customer impacts, wholesale market functionality and design, retail choice, stranded costs, and impacts on local communities.  

Concentric presented the results of these studies multiple times to the state legislature’s Fiscal Impact Estimating Committee and offered views on the language of the proposed draft constitutional amendment. Ultimately, the proposed constitutional amendment for electric restructuring did not move forward.  ​​
