Deregulation Petition and Fiscal Impact

Concentric was retained to support three Southeastern U.S. electric utilities in responding to initiatives to deregulate state electric markets and prohibit the currently vertically integrated utilities from providing generation service to end-use customers.   

Drawing from the industry’s experience in restructured electric markets, Concentric prepared extensive analysis including economic and financial impacts, customer impacts, wholesale market function and design, retail choice, stranded costs, and impacts on local communities. Concentric presented the results of these studies on multiple occasions to the state legislature’s Fiscal Impact Estimating Committee and offered views on the language of the proposed draft constitutional amendment. The proposed constitutional amendment for electric restructuring did not move forward.
