Concentric provided extensive support to a Canadian pipeline regarding a potential restructuring of service on the company’s Canadian Mainline. We prepared and supported economic, financial, and policy positions for the client’s submission to the Canadian Energy Regulator (“CER”).
Concentric’s multi-year assignment included preparing cost studies, cost-of-capital studies, depreciation studies, discrimination analysis, toll-making principles, oil market impact analysis, and Monte Carlo simulation of long-term expense and revenue projections. We provided a testifying expert for the CER proceedings and an entire hearing support team throughout the hearing process. Concentric’s support continued after the CER decision to examine cost-of-service alternatives and innovative approaches to tolling and incentive structures.
