Summary of Experience
Steven Wishart has over eighteen years of experience as a leading utility economist at a large Midwest electric and natural gas utility. He is a trusted and experienced testifying expert who has appeared in over 35 regulatory proceedings on innovative cost allocation strategies, rate design with energy burden analysis, the cost impacts of renewable energy and electric vehicles, and cost recovery of electric vehicle infrastructure investments. Mr. Wishart also has extensive expertise in performance-based rate making, long-range forecasting and strategy, transportation electrification, economic development, decarbonization, extension policy, and affordability issues.
In 2023, he was the Chairperson of the Edison Electric Institute’s Rates & Regulatory Affairs Committee. Mr. Wishart holds a Bachelor’s degree in Finance and a Master’s degree in Economics from the University of Arizona, and all but dissertation for a Ph.D. in applied economics from the University of Minnesota.
