Electric Vehicle Program Implementation

Concentric was retained in 2020 to assist a U.S. electric utility’s operating company to design and implement its Light Duty Electric Vehicle (EV) program. The operating company was required to develop the program in response to a Board of Public Utilities (BPU) compliance order with specific funding requirements and restrictions. Concentric facilitated the operating company’s staff discussions, designed the program application, and developed a program budget. This effort spanned approximately six months. 

Concentric then assisted the client in settlement discussions with intervenors and BPU staff over an additional six months. The settlement discussions required a revised budget, program process flows, and a more in-depth justification analysis of benefits. Once the $40M program was approved, we developed a request for proposal for the implementation services, assisted the operating company in retaining vendors, developed program guides, and implemented the overall program.  

Critical success factors were our detailed understanding of the EV market, including costs for EV charging installations, operations of EV chargers, utility ratemaking, and costs to implement similar programs.  

Currently, Concentric is providing ongoing project and subject matter expertise to the operating company. Since the beginning of this project, we have been retained to assist the client’s companies in developing two additional EV programs and a storage pilot program.
