Summary Of Experience

Ashley Botelho has over fifteen years of experience in the public utility industry. She serves as an expert witness on regulated ratemaking matters, including regulatory policy, cost recovery, and prudence evaluations. 

Ms. Botelho has been involved in all aspects of the regulatory ratemaking process for electric and gas utilities, including testifying in base distribution rate proceedings before state commissions. Her work has supported revenue requirement analyses and the development of alternative regulation proposals such as performance-based rate plans. 

She has provided testimony and analysis supporting cost recovery and rate proposals related to Electric Sector Modernization Plans and initiatives enabling the interconnection of distributed energy resources in Massachusetts. In addition, Ms. Botelho has developed prudence support and testified on costs associated with emergency event response, grid modernization, electric vehicle infrastructure, advanced metering infrastructure, gas system replacement plans, and several other programs offered by the distribution companies.
