Donna Bourne came to Concentric in 2022 bringing with her over fifteen years of experience working in finance and regulatory positions for two major western Canadian utilities. Ms. Bourne brings a breadth of regulatory knowledge including regulatory strategy, regulatory finance, and depreciation within various regulatory frameworks such as Cost of Service and Performance-based Ratemaking.
Throughout her career in the utility industry, she has played a pivotal role in developing regulatory strategies and has contributed significantly to the preparation of regulatory documents. These include Transmission and Distribution Tarriff Applications under Cost of Service, Performance-based Regulation Applications, Transmission Facility Applications, Depreciation Studies, and other related filings. Additionally, Ms. Bourne oversaw all aspects of regulatory application development at a vertically-integrated electric utility in western Canada, including working with cross-functional groups, experts, and internal and external legal counsel.
Ms. Bourne is a Chartered Professional Accountant, and an active member of the Society of Depreciation Professionals. She has a Bachelor of Business Administration (Finance) from Memorial University of Newfoundland.
