Hanhan Hammer is a recognized expert in the energy industry with more than 15 years of experience in utility regulation and ISO/RTO markets. At Concentric, she advises utilities, developers, grid operators, and regulators on complex regulatory and market issues, including large load tariff strategy, transmission planning and ratemaking, resource planning, FERC Order No. 2222 compliance, and wholesale market strategies. Her work has helped clients secure critical regulatory approvals, optimize capital investments, and unlock new revenue streams in an evolving energy landscape.

Ms. Hammer brings deep expertise in designing and implementing strategies for large industrial and data center loads, ensuring cost-effective integration and compliance with regulatory frameworks. She also provides guidance on transmission cost allocation, rate design, and planning processes, helping clients navigate complex stakeholder environments and regulatory proceedings.

Previously, Ms. Hammer designed wholesale market rules at ISO New England and oversaw competitive performance monitoring at MISO and SPP. She has provided expert testimony and regulatory guidance before FERC, State PUCs, and other stakeholders, earning recognition for her ability to bridge technical, economic, and policy considerations in market design and regulatory frameworks.
