Lance Schafer is an energy industry professional with more than a decade of experience in utility regulation, cost of service, and rate design. At Concentric, he advises utilities and other stakeholders on complex ratemaking matters, including class cost-of-service studies, rate design, and revenue recovery mechanisms. His work helps clients navigate regulatory proceedings and achieve effective, compliant outcomes in an ever-changing energy landscape.
Mr. Schafer has deep expertise in cost-of-service methodology and has designed rates for evolving technologies, including electric vehicles and energy storage systems. He has supported proceedings involving standby rates, large load integration, and innovative rate structures, and has developed analytical models to inform regulatory strategy and decision-making.
Previously, Mr. Schafer held multiple roles at Pepco Holdings, where he served as a Class Cost-of-Service Study witness and led development of the company’s class cost-of-service model used across multiple jurisdictions. He has filed testimony before the Federal Energy Regulatory Commission (FERC) and several state public utility commissions. Earlier in his career, he supported regulated and self-regulated electric cooperatives in revenue requirements, cost of service, and rate-design matters.
