Peter Blazunas specializes in regulatory strategy and rate case expertise for regulated electric and gas utility rate proceedings. He joined Concentric in 2021 after nine years in progressively senior roles within the regulatory departments of large investor-owned electric utilities. Most recently, at Exelon Corp., he managed a team overseeing cost of service, revenue allocation, rate design, revenue decoupling, and rate administration for Pepco’s Maryland and District of Columbia jurisdictions.
At Concentric, Mr. Blazunas has led diverse projects, including staff augmentation for a New England gas and electric utility’s pricing team, assisting in the development of the revenue requirement and minimum filing requirements for the multiyear rate plan application of a large Midwestern electric utility, and testifying on rate design and revenue decoupling for mid-Atlantic electric utilities in multiyear rate plan applications. He is a seasoned expert witness, having testified in traditional base distribution rate cases and multiyear rate plan proceedings before regulatory commissions in Delaware, the District of Columbia, Maryland, Ohio, and Rhode Island.
Mr. Blazunas earned a B.A. and M.A. in Economics from the University of Dayton and the University of Akron, respectively. He has also taught undergraduate and graduate economics at the University of Akron and Cuyahoga Community College.
