Concentric supported a U.S. renewable energy company in its application for a Certificate of Environmental Compatibility and Public Need for the 345 kV Empire State Line transmission line, under Article VII of the New York Public Service Law and New York’s Vertical Market Power Policy Statement.
The New York Independent System Operator conducted a competitive solicitation and selected the renewable energy company’s project as the most efficient and cost-effective solution under the competitive transmission process. We provided analysis and expert testimony on the project’s benefits using a production cost model to estimate the project’s impact on energy prices at specific locations in New York. In addition, we also provided expert testimony on the project’s impact on vertical market power in New York. The testimonies were filed with the New York Public Service Commission, and the Commission granted the project a Certificate of Environmental Compatibility and Public Need in 2020.
