Summary Of Experience

Meredith Stone has more than a decade of energy industry experience focused on wholesale market and resource planning analysis. She is a testifying expert in matters related to asset valuation, power purchase agreements, and regulatory policy. Her work includes detailed analysis on the net Cost of New Entry (Net CONE) in the ISO New England wholesale capacity markets, as well as analysis and testimony in support of numerous Certificate of Public Convenience and Necessity (CPCN) filings.   

Additionally, she is well-versed in various elements of the regulatory ratemaking process, including fuel adjustment clause policy and precedent, incentive regulation, cash working capital/lead-lag studies, and competitive transmission.  

Recent projects include model updates for wholesale market forecasting and economic decision-making analysis, evaluation of retail choice in the mid-Atlantic, fuel adjustment clause research, and evaluation of cost recovery mechanisms for large scale resources (mega projects). These efforts involved scenario analysis, cost modeling, and regulatory impact assessments to support strategic decision-making.  

Ms. Stone earned her Master of Public Policy from Brown University and a B.A. in Political Science from Middlebury College. Her work combines quantitative modeling, regulatory analysis, and market design expertise to address complex industry and market challenges.
