Concentric worked closely with the regulatory team for a Midwestern U.S. investor-owned energy services utility to develop, file and support multi-utility general rate cases before the state regulatory commission by providing advice and an industry perspective on ratemaking issues. The Concentric team seamlessly integrated into the client’s team by ghost writing, supporting company witnesses, and acting as an on-call resource.
Our assignments included preparing a lead-lag study, working closely with the company’s treasurer and its ROE witness on cost of capital and capital structure issues, preparing an assessment of the company’s satisfaction of commitments made in its corporate merger, and working closely with the company’s policy witness to put forth and address key rate case drivers.
Concentric also sponsored testimony regarding the appropriate ratemaking treatment for a coal-fired generation plant that had been retired. This testimony addressed prudence, ratemaking approaches for the recovery of and on unrecovered book balances, and the specific proposal made by the company.
